I used the Year Of Cheer Specialty Paper, Organza Ribbon, the 1-1/4″ & 1-3/4″ Circle Punches and the Starburst Punch to fulfill the Tic-Tac-Toe challenge. This is a close-up of the medallion I created with layer upon layer:
